They might have internal testing and verification requirements that hold them back from being at the "cutting edge" of software releases. When my lab recently upgraded to a new PC with Win 10, suddenly some serious bugs in core software raised their heads and forced upgrades to current versions of those, too. Suddenly everything that was upgraded had to be tested, verified and documented before any further work could be done.
