That actually does remind me a bit of Spitfire. I think their Redux perc library was even used in the HP scores?

Spitfire seems to have the right sound for this melancholy mood.
The mood isn't really a question of the library but of composition, orchestration and performance. There are always alternatives if you are on a budget. There are libraries out there for different tasks. Like orchestrating for a real orchestra (one track per orchestra-instrument-voice like in a score) or more sample-like approach (play what sounds good with samples independent of real orchestra playability). You could get better tips when you tell about your plans, musical background and budget.

True, but sampled instruments do have a mood of their own. Compare Spitfire's celeste to Cinepercs, for example. The way an instrument is played/sampled makes a difference, which is why i would reach for Spitfire before I reached for Cineperc for these kinds of pieces.

For sure a different sound but you wouldn't destroy the mood of the whole track when changing the celeste. At least in my opinion. Well... maybe a bit :)

Of course, you're right.

I am currently studying music theory for nearly 2 years, and because of budget reasons I only can use sample libraries for my personal work. I really love the musical color of the examples I posted and the instrumentation used (Strings, Celeste, Harp, Guitar, Synths) and I am currently searching for sample libraries who can be used for something that sounds similar in tone.

Unfortunately my budget is only just over 500 €.

I currently use:

Cubase
Hollywood Orchestra Silver
Sonatina Symphonic Orchestra
Synth1
and a lot of free VST's from the web.
 
My suggestion would be VSL special edition Volume 1 and Volume 1 plus. It's not sounding perfect out of the box because everything is recorded dry (like all section players came to your house playing into a mic to your hard drive in your bed room). So no big reverb or instant mood. But if you invest time you can do anything. Especially as you have all singe instruments available (not a 'string' patch but violins1, violins2, violas... ect). If you can get this to sound good you can write for real players too.
