Possible in Logic to constrain the cursor to edge edit only

When hovering the cursor on the upper edge of a region, it turns into a loop tool and an edit tool (shorten or lengthen the clip) when hovering at the bottom edge. Is it possible to ONLY get the edit tool ?

I doubt it. This feature looks like one of those features that are baked in and uncustomizable.
