I think anywhere you can improve or fix your previous libraries (Scream or otherwise) without spending money (ksp scrpiting, Kontakt sample volume and placement adjustments, etc) is a good investment in building trust. Once you have free updates for your past customers that resolves their basic issues, you can start to build a client base again. Anything else, including trashing a company and making a new one, trashing your mailing list, or making new promises; just doesn't work.
It's good that your communicating now, just back it up with some elbow grease and customers will come. Most companies don't make money for a year or two, to pack up several companies in that time only to make new ones that are the same seems a bit rash, and ignores the fact that people remember your actions over the long term more than your words.
